This bill modifies Section 31.0211(c) of the Texas Education Code to clarify how school districts can use funds from the instructional materials and technology allotment. The bill removes language restricting the types of instructional materials that can be purchased and maintains a broad list of allowable uses, including buying approved instructional materials, consumable materials like workbooks, bilingual education materials, college preparatory materials, supplemental materials, and open education resources. The funds can also be used to purchase technological equipment to support instructional materials, inventory software for managing materials, and services related to Internet connectivity and bandwidth. Additionally, the allotment can cover training for educational personnel in using instructional materials and technological equipment, technical support for learning technologies, and costs associated with distance learning such as Wi-Fi, Internet hotspots, and broadband services. The bill will take effect for the 2025-2026 school year, either immediately if it receives a two-thirds vote in the Texas Legislature or on September 1, 2025, if it does not receive the immediate effect vote.
