This bill modifies the lobbyist registration form requirements in Texas by expanding the disclosure of foreign agent status. Specifically, lobbyists will now need to disclose not only if they are currently registered as a foreign agent under the Foreign Agents Registration Act (FARA), but also if they were required to be registered as a foreign agent at any point during the preceding 12 months, or if they engaged in state-level activities that would have required federal foreign agent registration. The Foreign Agents Registration Act is a federal law that requires individuals and organizations acting on behalf of foreign interests to publicly disclose their relationships and activities. This amendment aims to provide greater transparency about potential foreign influence in lobbying. The bill will apply only to registrations filed on or after its effective date of September 1, 2025, and registrations filed before that date will be governed by the previous law.
