This bill grants specific counties meeting certain criteria the authority to regulate junkyards, automotive wrecking and salvage yards, and recycling businesses. Specifically, the bill applies only to counties that: (1) contain a municipality with a population of 500,000 or more, and (2) are located on an international border. Under this legislation, the county commissioners court can create orders regulating the operation of these types of businesses in unincorporated areas of the county. However, the bill includes an important limitation: any regulations created by the commissioners court cannot conflict with existing state laws governing such businesses, including requirements in Chapters 391, 396, and 397 of the Transportation Code. The bill would take effect immediately if it receives a two-thirds vote from members of the Texas legislature; otherwise, it will take effect on September 1, 2025.
