This bill establishes a new Texas History Grant Program administered by the Texas Historical Commission to promote educational engagement with Texas history. The program will annually award grants to nonprofit entities that host statewide Texas history competitions for school-aged students and publish works on Texas history written by students or faculty members. The commission will be responsible for creating application procedures, establishing performance requirements through contracts with grant recipients, and monitoring those contracts. The bill allows the commission to not only use legislative appropriations but also solicit and accept gifts, grants, and donations from public or private sources to fund the grant program. The Texas Historical Commission is required to establish the grant application procedures by October 1, 2025, and the bill will take effect either immediately upon receiving a two-thirds vote in both legislative chambers or on September 1, 2025, if it does not receive the immediate effect vote.
