This bill modifies California's Renewables Portfolio Standard Program by extending an existing provision for local publicly owned electric utilities regarding large hydroelectric generation. Specifically, it ensures that the exemption from procuring certain amounts of renewable energy resources, when a utility receives over 40% of its electricity from large hydroelectric generation under pre-2018 contracts, will also apply to future compliance periods established by the Energy Commission beyond December 31, 2030. Additionally, the bill adds a new requirement that the State Air Resources Board cannot adopt any new regulations affecting the Low Carbon Fuel Standard or the California Greenhouse Gas Cap-and-Trade Program until the Legislative Analyst has analyzed and reported to the Legislature on the potential consumer costs associated with those regulations.
