This bill expands the ability of individuals to obtain hypodermic needles and syringes for human use by allowing a "delegee" of a physician or pharmacist, meaning someone authorized by them, to furnish these items to individuals 18 years of age or older without a prescription. This change is intended as a public health measure to help prevent the transmission of bloodborne diseases. The bill also requires the California Workforce Development Board to study how to increase the number of mental health service providers available to assist homeless individuals.
