This bill extends the hydroelectric power authority of Reclamation District No. 108, which was set to expire on January 1, 2026, allowing the district to continue generating and selling hydroelectric power. The bill requires the district to submit two detailed reports to the California Assembly and Senate Committees on Local Government - one by January 1, 2031, and another between January 1, 2035, and January 1, 2036. These reports must disclose whether the district has obtained permission from the Colusa Local Agency Formation Commission, provide details about the district's current or planned use of hydroelectric authority, including project status, financial statements, and estimated implementation dates, and if the district is not currently using its hydroelectric authority, explain the reasons why. The legislation allows the district to construct, maintain, and operate a hydroelectric power plant, transmission lines, and related facilities, with the ability to lease or sell power to public utilities or agencies, but not directly to customers. If the Commission on State Mandates determines that the bill imposes state-mandated costs, local agencies will be reimbursed according to existing government procedures.
