This bill modifies California's water recycling laws to expand and clarify the use of recycled water across various settings. The bill redefines "recycled water" and provides that water discharged from decorative water features during storm events is not considered an unauthorized discharge if recycled water was used to restore evaporation levels. It permits incidental spray, mist, or runoff from recycled water to enter outdoor eating areas in parks and open spaces, and clarifies that outdoor landscape irrigation of common areas is not considered part of a residential premises' dual-plumbing system. The bill expands the definition of "structures" to include food handling and processing facilities, and allows recycled water to be used for toilet and urinal flushing or outdoor irrigation in and around such facilities, commercial, institutional, and industrial buildings, and cafeterias, with the critical condition that recycled water does not enter rooms where food is handled or processed. These changes align with California's Water Supply Strategy, which aims to reuse 800,000 acre-feet of water per year by 2030 and 1.8 million acre-feet by 2040, and reflect the need to update recycling regulations to keep pace with current scientific understanding and technological capabilities.
