This bill modifies the composition, operation, and reporting requirements of the California Public Utilities Commission (PUC). Starting January 1, 2026, the commission's membership will be restructured to include four members representing different State Board of Equalization districts and one at-large member with expertise in public advocacy or public interest law. The bill prohibits former public utility executives from serving on the commission for two years after leaving their jobs, and bars legislators or executive branch employees from serving on the commission for one year after leaving their positions. The legislation also enhances transparency by requiring the commission's president to provide annual presentations to legislative committees on rate affordability and ratesetting cases, and mandates that the commission submit detailed reports to the Legislature within 15 days of adopting a final ratesetting decision. These reports must include information about the affected utility, evidence justifying rate increases, the commission's rationale for decisions, and a historical tally of rate increases. Additionally, the commission must continue its existing practice of reporting on case resolution timeliness, now with more explicit requirements about tracking cases that exceed statutory deadlines.
