This bill requires the registrar of voters in each county to provide free digital precinct maps to any member of the public who requests them. Currently, county elections officials are responsible for dividing their jurisdictional area into precincts and creating detailed maps of these boundaries, with provisions that precinct boundary changes made less than 125 days before an election do not take effect for that election. The new bill specifically mandates that these digital maps showing the current, effective precinct boundaries must be made available at no cost upon request. Because this requirement creates a new duty for local election officials, it is considered a state-mandated local program. In recognition of the potential costs this might impose on local governments, the bill includes a provision that if the Commission on State Mandates determines the bill creates state-mandated costs, the state will reimburse local agencies and school districts according to existing statutory procedures for such reimbursements. The goal appears to be increasing transparency and public access to precise voting district information.
