This bill modifies Wyoming's reading assessment and intervention requirements for kindergarten through third-grade students. The legislation eliminates the option of using group reading plans and mandates that school districts implement a more rigorous reading assessment program using one or more screening instruments that identify students at risk of reading difficulties, including dyslexia. Schools must now conduct screenings at least three times per year and provide parents with screening results and an explanation when their child shows signs of reading challenges. Students identified as high-risk for reading failure must be placed on an individualized reading plan between mid-kindergarten and the end of third grade, with interventions that occur outside of core literacy instructional time. The bill also requires districts to annually report their progress towards the goal of having 85% of students reading at grade level by the end of third grade, including detailed information about identified reading difficulties, interventions, and proficiency levels. Additionally, schools not meeting the 85% goal must submit improvement plans that specifically address evidence-based instruction programs, teacher training, and intervention strategies. The new provisions will take effect on July 1, 2025, giving schools time to prepare for the updated requirements.
