This bill creates a voluntary, self-imposed firearms restriction system where individuals can choose to temporarily or indefinitely restrict their ability to purchase firearms through their local circuit court. Under the new provisions, a person can request to be added to a temporary restricted list (lasting up to 180 days) or an indefinitely restricted list, which requires a minimal amount of personal information and does not collect biometric data. When added to the list, the individual's name will be entered into the National Instant Criminal Background Check System (NICS), and licensed firearms dealers will be prohibited from selling firearms to that person. The bill includes provisions to protect individual privacy by requiring circuit courts to destroy related files within five days of removal from the list and maintaining these records as closed records.
