This bill modifies the provisions for Missouri Conservation Heritage Foundation license plates by allowing vehicle owners to apply for and receive special license plates with the foundation's emblem. The bill outlines that vehicle owners can obtain these plates by paying an annual $25 emblem-use authorization fee to the Missouri Conservation Heritage Foundation and an additional $15 fee to the Department of Revenue during vehicle registration. The license plates will be made with fully reflective material, have a standard color scheme, and be clearly visible at night. Notably, the bill now allows drivers to apply for the emblem-use authorization and make the required contribution directly to the Department of Revenue at the time of registration. If a vehicle owner who previously had these special plates does not provide the emblem-use authorization at a subsequent registration, they will be issued standard license plates. The bill also preserves the director of the Department of Revenue's authority to create rules and regulations for implementing these license plate provisions, while maintaining existing guidelines for rule-making processes.
