This bill establishes the Missouri Task Force on Safety and Security for Nonprofit Organizations within the department of public safety to study and make recommendations about security needs for nonprofit organizations at elevated risk of terrorist attacks. The task force will include representatives from public safety departments, law enforcement associations, interfaith organizations, and other nonprofit groups, who will serve without compensation and meet at least quarterly. The task force will produce an annual report on the security status and needs of at-risk nonprofit organizations and recommendations for grant recipients. The bill creates a grant program to provide financial support to eligible nonprofit organizations for security enhancements, with each organization able to receive up to five percent of the available grant pool. A new "Supplemental Nonprofit Safety and Security Grant Program Fund" will be established in the state treasury to support these grants, with funds that can be used for various security measures including safety planning, security equipment, technology, training, threat assessments, and facility upgrades. The grant program will mirror the federal Department of Homeland Security's nonprofit security grant program, and the state treasurer will manage the fund, ensuring that unspent money does not revert to the general revenue fund and that no more than five percent of annual funds are used for administrative expenses.
