This bill modifies Missouri's laws regarding foreign ownership of agricultural land by implementing a complete prohibition on aliens and foreign businesses acquiring agricultural land in the state, effective August 28, 2025. Under the new provisions, any foreign entities that already own agricultural land prior to this date will be prohibited from selling or transferring that land to other foreign entities after the effective date. The bill requires all proposed transfers of agricultural land by aliens or foreign businesses to be submitted to the Department of Agriculture for review to ensure compliance with the new ownership restrictions. The legislation removes the previous one percent aggregate ownership limit and replaces it with a total ban on foreign agricultural land ownership. Additionally, the bill stipulates that no person may act as an agent, trustee, or fiduciary holding agricultural land on behalf of an alien or foreign business in violation of these restrictions. The Department of Agriculture is tasked with establishing rules for submission and approval of land transfer requests, and any violations will result in the alien or foreign business remaining in violation as long as they hold an interest in the land.
