This bill modifies regulations for electrical corporations in Missouri by establishing a new integrated resource planning process and allowing certain construction work in progress (CWIP) to be included in rate base. The bill requires the Missouri Public Service Commission (PSC) to conduct an integrated resource planning proceeding every four years, starting by August 28, 2026. Electrical corporations must file comprehensive integrated resource plans every four years, covering a 16-year planning horizon, which must include detailed information about existing generation assets, future energy needs, potential new generation facilities, transmission infrastructure, environmental compliance, and alternative resource plans. The bill allows electrical corporations to include construction work in progress for new natural gas generating units in their rate base, subject to PSC review and potential refund if construction costs are deemed imprudent. The PSC will evaluate these plans based on factors like resource adequacy, reliability, rate impacts, cost-effectiveness, and environmental compliance. If the PSC approves a preferred resource plan, the electrical corporation can more easily obtain a certificate of convenience and necessity for approved resources. The provisions of the bill are set to expire on December 31, 2035, with a potential extension to 2045, and the PSC is required to create rules to implement these new requirements.
