This bill requires public schools in Missouri to provide annual cardiopulmonary resuscitation (CPR) and first aid for choking instruction to high school students. Specifically, the bill mandates that from the 2017-18 through the 2024-25 school years, students must receive at least 30 minutes of CPR instruction during their four years of high school. Starting in the 2025-26 school year, each student in grades 9-12 must receive at least 30 minutes of both CPR instruction and training in the Heimlich maneuver or other choking first aid each school year. The instruction must be part of existing health or physical education curriculum and based on programs from the American Heart Association, American Red Cross, or other nationally recognized emergency care guidelines. Teachers do not need to be certified CPR trainers if the instruction is not designed to result in certification, and schools can partner with local first responder organizations to provide hands-on practice. Students with disabilities will participate to the extent appropriate under federal disability education laws. The Department of Elementary and Secondary Education is authorized to create rules to implement this requirement.
