This bill modifies state funding provisions for regional planning commissions by doubling the maximum state grant amounts for various regional planning organizations. Specifically, the bill increases the maximum state funds from $65,000 to $130,000 for the East-West Gateway Coordinating Council and the Mid-America Regional Council, and from $25,000 to $50,000 for several other regional planning commissions. The bill also adds three new regional planning commissions (Harry S Truman, MO-Kan, and Pioneer Trails) to the list of eligible organizations and removes a few others (Show-Me, Missouri Valley, Ozark Gateway, and ABCD). Starting July 1, 2026, the bill mandates that the maximum grant amounts will be annually adjusted based on the Consumer Price Index for All Urban Consumers. Importantly, the bill maintains the existing requirement that regional planning commissions must provide matching local funds to receive state funding, with state funds covering up to half of the total funding.
