This bill modifies the Higher Education Core Curriculum Transfer Act by expanding and enhancing transfer policies for public higher education institutions in Missouri. The bill requires the Coordinating Board for Higher Education to develop a 42-semester credit hour core curriculum with input from community colleges and four-year institutions, creating a common course numbering system to facilitate course transfers. Additionally, the bill introduces a new 60-credit-hour transferable lower-division curriculum for specific degree programs, including general business, elementary education, psychology, registered nursing, and biology. These programs will have a standardized course numbering matrix to ensure consistent course identification and transfer across public institutions. The bill mandates that if a student successfully completes the core curriculum or the 60-credit-hour curriculum at one institution, those credits must be accepted and applied towards the same degree program at another public institution in Missouri. Institutions are required to implement the 42-credit-hour curriculum by the 2018-19 academic year and the 60-credit-hour curriculum by the 2028-29 academic year. The Coordinating Board is also required to report on the progress of these curriculum transfer recommendations to legislative education committees before December 31, 2026.
