This bill creates a new special license plate option for Missouri residents through The Freedom 13 Organization, allowing vehicle owners to obtain personalized license plates with the organization's emblem after paying an annual $25 emblem-use contribution. The special plates will have a black background with white text, feature the organization's emblem, display the words "NEVER FORGET" instead of "SHOW-ME STATE", and be made with fully reflective material that is clearly visible at night. To obtain these plates, Missouri residents must own a personal vehicle (excluding commercial vehicles over 24,000 pounds), apply annually to the organization, and present an emblem-use authorization statement to the Department of Revenue during vehicle registration. The license plate design will be submitted by The Freedom 13 Organization and approved by the department, with the vendor selection process considering the plate's aesthetic appearance. If a vehicle owner does not provide the annual authorization statement at subsequent registrations, they will be issued standard license plates. Any contributions from the plate program, minus administrative costs, will be used for the organization's charitable purposes.
