This bill modifies Missouri's motor vehicle registration laws by eliminating the previous requirement that vehicle registration renewal be tied to a vehicle's model year (even or odd year). Currently, vehicles manufactured in even-numbered model years were renewed in even-numbered calendar years, and odd-numbered model year vehicles were renewed in odd-numbered calendar years. The proposed change allows vehicle owners more flexibility in registering their vehicles biennially (every two years) without being constrained by their vehicle's model year. The bill maintains other existing registration requirements, such as presenting personal property tax receipts, proof of vehicle safety and emissions inspections, and insurance documentation. The director of revenue retains the authority to prescribe rules for administering this new registration process and to stagger registration periods. Once a vehicle owner chooses biennial registration, they must maintain that registration for the full 24-month period. The change applies to most motor vehicles, excluding commercial vehicles over 54,000 pounds gross weight, and the biennial registration fee will include the annual registration fee plus a pro-rated amount for the additional twelve months.
