This bill creates a new legal provision for fire protection services in areas annexed by cities located in first or second class counties. Specifically, when a city annexes an area, the existing fire protection district must continue providing fire protection services to that area. The annexing city is required to annually pay the fire protection district an amount equivalent to what the district would have collected in taxes on the annexed property. The annexed area will no longer be subject to taxation by the fire protection district, except for pre-existing bonded indebtedness. The annual payment will be calculated by multiplying the area's assessed value by the district's certified tax rate. Importantly, the bill also ensures that residents of the annexed area retain their voting rights in fire protection district elections and remain eligible to serve on the district's board of directors, thereby maintaining their community involvement in local fire protection governance.
