This bill establishes the Career-Tech Certificate (CTC) Program, a new initiative designed to provide financial support for students pursuing short-term vocational and technical education programs. The program will reimburse tuition, books, and fees for eligible students attending approved institutions (such as community colleges, vocational schools, and certain training providers) for specific certificate and training programs in high-demand fields like healthcare (CNA, EMT, Paramedic) and commercial driving (CDL). To qualify, students must meet the eligibility requirements of the existing A+ Schools Program and have not previously received A+ tuition reimbursement. Starting in the 2026-27 academic year, the Department of Higher Education and Workforce Development will manage the program, with reimbursements not exceeding the tuition rate of public community colleges. A dedicated Career-Tech Certificate Program Fund will be created to support the initiative, funded through state appropriations, gifts, and donations. The bill includes provisions to prevent conflicts with constitutional restrictions and allows for flexible implementation of training programs that might not meet traditional federal student aid program requirements. Reimbursement eligibility will expire after a student completes their program or reaches 150% of the program's standard completion time.
