This bill establishes the school security and preparedness infrastructure grant program within the Office of the Superintendent of Public Instruction (OSPI), which will provide competitive grants to public school districts to enhance physical school security. Eligible projects include installing panic buttons, improving fencing and perimeter security, modifying entry points to funnel visitors through main administrative entrances, repairing existing security infrastructure, creating systems to expedite law enforcement response during emergencies, and developing security planning grants. School districts can apply for grants, with each district limited to a maximum award of $2 million per biennium, and no more than 3% of the grant can be used for administrative purposes. OSPI will develop an application process that prioritizes projects based on physical security needs and potential safety improvements. Starting in December 2025, OSPI must submit annual reports to legislative committees detailing the total number of grant applications, funding requests, and a comprehensive list of approved projects, ensuring transparency and accountability in the program's implementation.
