Bill Summary

AN ACT relating to the use of green stormwater infrastructure in new state buildings.

AI Summary

This bill requires the use of green stormwater infrastructure (GSI) in new state building construction, defining GSI as infrastructure that absorbs and treats rainwater to reduce erosion, habitat damage, property damage, and water pollution while protecting water quality. Examples of GSI include rain gardens, bioswales, permeable pavement, green roofs and walls, and rain barrels. The bill applies to all new state building projects, including those previously exempt from certain government construction regulations. Specifically, the Texas state commission or the governing body of the agency undertaking a building project must incorporate green stormwater infrastructure into the construction process. The changes will only apply to new state agency building contracts or construction projects that first advertise or request bids on or after the bill's effective date of September 1, 2025. Additionally, the bill updates the subchapter heading from "Conservation of Energy and Water" to "Environmental Conservation and Protection" to reflect the broader scope of environmental considerations in state building construction.
