AI Summary

This bill revises Montana's laws regarding highway project prioritization by establishing new responsibilities for the Transportation Interim Committee and the Transportation Commission. The bill requires the Transportation Interim Committee to prepare a joint resolution before each legislative session recommending specific construction and reconstruction projects for prioritization. Additionally, the Transportation Commission must now submit a biennial report to the committee in May of even-numbered years detailing the status of legislatively recommended projects. If a recommended project has not been prioritized, the commission must explain the technical, financial, and other factors influencing its decision. The bill also requires the Department of Transportation to assist the commission in evaluating and considering projects recommended by the legislature, including preparing necessary documents and providing recommendations. These changes aim to improve transparency and communication between the legislature and transportation agencies in project selection and prioritization, ensuring that legislative priorities are carefully considered and explained when not immediately implemented.
