This bill, commencing with the 2028-29 school year, requires rural school districts and charter schools to determine and ensure the presence of at least one armed school resource officer at each school that meets specific criteria, including having at least 20 students and being located 10 or more miles from the nearest urban area. An armed school resource officer is defined as a peace officer employed by or contracted with a school district or charter school who is authorized to carry a loaded firearm. If a rural school district or charter school cannot comply due to funding or personnel shortages, they can claim a good cause exception by adopting a resolution and developing a plan to comply to the greatest extent possible, which may include rotating officers or jointly contracting with other schools. The bill also clarifies that costs associated with these requirements are considered state-mandated local programs and will be reimbursed by the state if the Commission on State Mandates determines they are state-mandated.
