This bill establishes an advisory committee to study and make recommendations about services for individuals with intellectual or developmental disabilities (IDD). The committee will be composed of diverse stakeholders including representatives from state agencies, healthcare providers, advocacy organizations, and individuals with IDD or their family members. The committee will be required to meet at least quarterly and conduct a comprehensive study evaluating various aspects of IDD services, such as funding adequacy, service delivery models, professional workforce availability, best practices, service quality, and programs promoting health, education, employment, and community inclusion. Every two years, the committee must submit a detailed report to the legislature with findings and recommendations for addressing service gaps and improving support systems. Committee members will not be paid but can be reimbursed for expenses, and the Health and Human Services Commission will provide administrative support. The advisory committee is set to be in place until September 1, 2029, with a mandatory review by December 1, 2028, to determine whether it should continue or be abolished. The bill will take effect on September 1, 2025, with committee members to be appointed by December 1, 2025.
