This bill requires that for students receiving special education services in alternative special education settings (defined as campuses or programs where 90% or more of students receive special education services), the student's individualized education program (IEP) committee must develop a supplemental document with specific, measurable goals for academic, social-emotional, and behavioral growth. The goal of these additional goals is to create a clear pathway for returning the student to a general education setting. For students 18 years and older, the IEP committee must also develop individualized goals related to specific transition and independent living issues. The committee must review the student's progress toward these goals at least once per semester and determine whether the student can be returned to a general education environment. These requirements will take effect for the 2025-2026 school year, with the bill becoming effective either immediately if it receives a two-thirds vote in the Texas legislature or on September 1, 2025, if it does not receive the immediate votes required.
