This bill requires public institutions of higher education in Texas to annually publish on their websites a detailed compensation report for employees and independent contractors earning over $100,000 per year. The report must be posted by December 1st each year and include the name and total compensation for each qualifying individual, presented in a format similar to administrative accountability reports. The report must be easily accessible through a conspicuous link on the institution's homepage. The commissioner of higher education may grant exemptions to this disclosure requirement if the information is legally confidential or if revealing it could seriously disadvantage the institution competitively. The Texas Higher Education Coordinating Board is authorized to develop rules for implementing this requirement, and the first such report must be published by December 1, 2025. The bill will take effect immediately if it receives a two-thirds vote in the Texas legislature, or otherwise on September 1, 2025.
