This bill modifies state funding provisions for regional planning commissions by doubling the maximum state fund allocations and adding several new regional planning commissions to the list of eligible recipients. Currently, the East-West Gateway Coordinating Council and Mid-America Regional Council can receive up to $65,000 each in state funds, which will be increased to $130,000. For other regional planning commissions, the current maximum of $25,000 per commission will be raised to $50,000. The bill removes some regional planning commission names from the existing list (such as Show-Me, Missouri Valley, and ABCD) and adds new commissions like Harry S Truman, MO-Kan, Pioneer Trails, and Southwest Missouri. Starting July 1, 2026, the bill also introduces an annual adjustment mechanism where the maximum grant amount for each regional planning commission will be automatically increased according to the Consumer Price Index for All Urban Consumers. To receive state funds, regional planning commissions must continue to provide matching local funds on a one-to-one basis, meaning for every state dollar, they must contribute a local dollar.
