This bill establishes the Wyoming Veteran Loan Repayment Program, administered by the University of Wyoming, to help veterans pursue advanced degrees in mental health fields (specifically masters in social work or counseling, or doctorate in psychology) with financial support. To be eligible, applicants must be U.S. citizens or permanent residents, veterans, and enrolled in good standing at the University of Wyoming. The program provides loans to cover the cost of attendance, which includes tuition, fees, room and board, books, supplies, travel, and personal expenses. Loan recipients can repay their loans by working at least 25% of their time providing mental health services to veterans within Wyoming, for a period that covers the loan repayment plus an additional three years. If recipients fail to complete their academic program or find employment providing mental health services to veterans within specified timeframes, they must begin monetary loan repayment. The program allows loan repayment deferment for up to five years if the recipient is on active military duty. The University of Wyoming will determine loan terms, application processes, and repayment criteria, with an initial appropriation of $250,000 from the general fund. The program is set to expire on June 30, 2035, and requires annual reporting to the governor and legislature about its results and financial status.
