This bill amends South Carolina law to provide an additional $1,000 per pupil in funding for charter schools that meet specific criteria. Specifically, the funding will be available to charter schools authorized by the South Carolina Public Charter School District or an institution of higher education if they are located in certain economically disadvantaged counties (Allendale, Bamberg, Barnwell, Clarendon, Colleton, Darlington, Dillon, Hampton, Jasper, Lee, Marion, Marlboro, Orangeburg, Sumter, or Williamsburg) or have at least 75% of their student population classified as living in poverty according to the statewide poverty index. Additionally, the charter school must have received a "good" or "excellent" rating on the academic achievement indicator of the South Carolina State Report Card for the previous academic year. The funding will be provided by either the Department of Education or the authorizing institution of higher education. The bill will take effect upon approval by the Governor.
