AI Summary

This bill establishes a comprehensive open enrollment policy for public schools in South Carolina, beginning in the 2026-2027 school year. Each local school board must develop an open enrollment policy using a template from the State Department of Education, which allows parents to apply for their child to enroll in any particular school or program within the district. The policy must include clear application procedures, lottery and wait list processes, fee disclosures, and transportation considerations. The bill prioritizes enrollment for current students, siblings, and children of school employees, and provides a structured approach to accepting or denying transfer applications. Additionally, the bill requires schools to ensure that any private entities regulating interscholastic competitions allow students who transfer schools to participate in sports without penalty. The legislation provides a one-time transfer opportunity for current middle and high school students and mandates annual reporting by school districts on student transfers. School districts must publish their open enrollment policies online, and the State Department of Education will maintain a public website with comprehensive transfer data, aiming to increase school choice and transparency while maintaining educational equity and compliance with existing regulations.
