This bill amends Section 33-1-103 of the South Carolina Code to explicitly allow housing authorities to designate an employee or principal to represent them in magistrates' court, alongside existing provisions for various types of corporations and partnerships. The bill allows such designated representatives to appear in court without being considered as engaging in the unauthorized practice of law, provided that the designation is in writing and submitted to the magistrate when the initial legal pleading is filed. The law broadly defines eligible corporate entities as including general partnerships, limited liability partnerships, limited liability companies, professional associations, nonprofit corporations, business corporations, and other similar organizational structures. By adding housing authorities to this list, the bill expands the types of entities that can have non-lawyer representatives appear on their behalf in magistrates' court, which can potentially make legal proceedings more accessible and cost-effective for such organizations. The bill will take effect immediately upon receiving the Governor's approval.
