This bill amends South Carolina law to expand eligibility for free tuition at state-supported educational institutions for children of wartime veterans. Previously, a child could qualify if the veteran met certain residency requirements at the time of service or had resided in South Carolina for at least a year. This bill adds a new condition: a veteran's child can now qualify if they have been a resident of South Carolina since birth, regardless of the veteran's residency history. The bill also clarifies that the veteran must have served honorably during a war period, as defined by federal law (Section 101 of Title 38 of the United States Code), and meet specific criteria related to their service, such as being killed in action, dying from service-related causes, being a prisoner of war, or having a permanent and total disability. Additionally, the child must be twenty-six years of age or younger and pursuing an undergraduate degree.
