AI Summary

This bill proposes significant changes to South Carolina's educational governance structure by establishing a new Office of School Districts Administration within the Governor's Office, which would be responsible for selecting and overseeing local school district superintendents. The bill would prohibit local school districts from entering into new superintendent contracts or extending existing ones, effectively centralizing superintendent hiring and management. Additionally, the bill abolishes the State Board of Education, transferring its functions to the State Superintendent of Education, and eliminates the Education Oversight Committee, also moving its responsibilities to the State Superintendent. The legislation also explicitly clarifies that school districts are responsible for student discipline and have the authority to establish disciplinary rules and regulations. Each school district would continue to be a corporate body capable of contracting and holding property for educational purposes, but with increased oversight from the Governor's new administrative office. The changes would take effect immediately upon the Governor's approval, fundamentally restructuring educational administration in South Carolina by concentrating more power in the Governor's Office and the State Superintendent of Education.
