AI Summary
This bill primarily focuses on alcohol server training, liability, and insurance regulations in South Carolina. It introduces a comprehensive alcohol server training program requiring all alcohol servers and managers to complete a mandatory training course and obtain a certificate valid for three years. The bill mandates that training programs cover various topics including state laws, alcohol's effects on the body, identification verification, and responsible serving techniques. It establishes requirements for online training programs, including a four-hour course with interactive content and monitored testing in both English and Spanish. The bill also modifies liquor liability insurance requirements for businesses selling alcohol, creating a risk mitigation program that allows businesses to reduce their insurance coverage limits by implementing specific safety measures like stopping alcohol service by midnight, ensuring employee training, and using digital identification verification systems. Additionally, the bill addresses liability in drunk driving cases, allowing certain tortfeasors to be added to jury verdict forms and establishing joint liability provisions for alcohol licensees. The training and insurance regulations aim to promote responsible alcohol service and reduce potential harm associated with alcohol consumption.
