AI Summary

This resolution proposes two constitutional amendments related to gambling and gaming in South Carolina. The first amendment would allow the General Assembly to authorize gambling and gaming activities in specific areas of the state, including pari-mutuel horse racing betting, sports betting on professional sports, casino activities like card and dice games, and games of chance using electronic devices or gaming tables. These activities would be strictly regulated and could be conducted in one or multiple locations, with the generated revenue dedicated to highway, road, and bridge maintenance, construction, and repair. The amendment also grants the General Assembly the power to create special laws, including criminal laws, that would apply only to the designated gambling areas. The second amendment would remove the existing constitutional provision that prohibits government officials from engaging in gambling or betting and mandates their removal from office if convicted of a gambling offense. Both proposed amendments would be submitted to voters at the next general election, with voters choosing to approve or reject each amendment separately through a ballot process.
