AI Summary
This bill introduces several significant changes to South Carolina's voter registration laws, primarily focusing on increasing oversight and penalties related to voter registration processes. It requires third-party voter registration organizations to register with the State Election Commission before conducting voter registration drives, mandating that they submit completed voter registration applications within ten days of receipt and face potential fines for non-compliance. The bill modifies the definition of "domicile" for voting purposes, clarifying that registering or voting in another jurisdiction automatically changes a person's domicile. It also updates voter registration application requirements, now mandating that applicants provide a driver's license number, state ID number, or the last four digits of their Social Security number. Additionally, the bill increases penalties for false swearing on voter registration applications, escalating the offense from a misdemeanor to a felony, and introduces a new felony charge for knowingly filling out another person's voter registration application without their knowledge. The legislation also requires quarterly reports from courts and municipal clerks about individuals who have indicated they are not U.S. citizens when summoned for jury duty. Most provisions will take effect either immediately upon the Governor's approval or 180 days after approval, with the goal of enhancing the integrity and accuracy of voter registration processes in South Carolina.
