AI Summary

This bill aims to address grade inflation in South Carolina high schools by requiring the State Board of Education to revise its uniform grading scale before July 1, 2027. The bill mandates that high school subject grades must align with content mastery as measured by standardized national assessments like the ACT, ensuring that grades are a meaningful indicator of academic achievement. To accomplish this, the State Board must establish a task force comprised of education professionals (including superintendents, principals, teachers, and representatives from school boards and higher education) who will make recommendations for implementing these changes. The key innovation is that only academic performance can be considered when assigning grades in high school subjects, which is intended to prevent grade inflation and provide a more accurate representation of student learning. This approach stems from the recognition that the state provides substantial financial academic assistance based on cumulative grade point averages, and therefore it is crucial that these GPAs truly reflect students' academic capabilities. The bill will take effect upon approval by the Governor.
