This bill amends South Carolina's legal code to strengthen terrorism-related offenses and definitions. Specifically, it creates two new criminal offenses: "furthering terrorism" and "material or financial support of terrorism." Under the first offense, a person can be charged with a felony for making significant plans or taking actions toward a violent act with the intent to commit terrorism, which could result in up to 30 years in prison. The second offense applies to individuals who knowingly raise, collect, or provide material support (including financial assets) to help plan or carry out a terrorist act, or who conceal the actions of someone planning terrorism, which can result in up to 20 years in prison. The bill also expands the legal definition of "terrorism" to include acts dangerous to human life that are intended to intimidate civilian populations, influence government policy through coercion, or affect government conduct through mass destruction, assassination, or kidnapping. Additionally, the bill allows for the seizure and forfeiture of real and personal property used in connection with these terrorist offenses. The legislation is designed to provide law enforcement with more comprehensive tools to prevent and prosecute terrorism-related activities within South Carolina.
