This bill amends South Carolina law by adding a new provision that allows county legislative delegations to appoint members to county recreation commissions that were originally established as special purpose districts before the implementation of home rule (a system of local government giving counties more autonomy). Specifically, the bill grants county legislative delegations the power to: 1) appoint members to these recreation commissions through a resolution, and 2) remove those appointed members at any time and at their discretion. The appointed commission members will serve "at the pleasure" of the county legislative delegation, meaning they can be dismissed without cause. This legislation provides county legislative delegations with increased control over the governance of recreation commissions that were created prior to the home rule system. The bill will take effect immediately upon receiving the Governor's approval.
