This joint resolution proposes an amendment to the Washington State Constitution that would lower the voter approval threshold for school district bond measures from three-fifths to a simple majority. Currently, most tax levies and bond measures require a supermajority (three-fifths) of voters to pass, but this resolution would specifically allow school districts to authorize bonds and tax levies with just a majority of voters voting on the proposition, regardless of the total number of voters participating in the election. The proposed constitutional amendment would modify two sections (Article VII, section 2 and Article VIII, section 6) to achieve this goal. The legislature declares that these changes constitute a single integrated plan to simplify the process of authorizing school district funding, and if the amendment is deemed to contain separate amendments, the entire resolution would be invalidated. If approved, the secretary of state will be required to publish notice of this constitutional amendment at least four times in the four weeks preceding the election.
