This bill modifies Texas Education Code provisions regarding the management of school districts and campuses that have previously been placed under conservatorship or alternative management due to poor performance. Specifically, the bill requires that when the Commissioner of Education appoints a conservator, board of managers, or orders alternative management of a campus or school district based on performance, the original school district board of trustees can resume management if each campus that was initially the basis for intervention receives an "acceptable performance rating". The bill changes the language from the commissioner "may" remove a board of managers to "shall" remove the board of managers if campuses achieve an acceptable performance rating, removing the previous requirement that campuses must maintain an acceptable rating for two consecutive school years. These changes will take effect with the 2025-2026 school year, and the bill becomes immediately effective if it receives a two-thirds vote in both legislative houses, or otherwise takes effect on September 1, 2025. The goal appears to be providing a clearer pathway for school districts to regain local control after improving their performance.
