This bill amends South Carolina law by removing the maximum compensation limit for employees of agencies reviewed by the Agency Head Salary Commission. Currently, employees of these agencies cannot receive a salary exceeding 95% of the midpoint of their agency head's salary range, with some exceptions. The bill eliminates this restriction, potentially allowing more flexibility in employee compensation. The bill maintains other existing provisions, such as the requirement for a salary and fringe benefit survey of agency heads every four years, conducted by the State Fiscal Accountability Authority. The Agency Head Salary Commission will continue to recommend salary ranges for state constitutional officers and have the ability to recommend salary adjustments for agency heads. Additionally, the bill retains the requirement that new governing board members attend training in agency head performance appraisal within their first year of appointment. The changes will take effect upon approval by the Governor, potentially giving agencies more discretion in setting employee salaries.
