AI Summary

This bill establishes a new requirement for teacher professional development and certificate renewal in South Carolina by mandating that the State Department of Education develop an annual, uniform professional development program for all teaching areas that will serve as the sole means of satisfying certificate renewal credits. Under this legislation, school districts will be required to provide this professional development program as in-service training to teachers at no cost, and all certified teachers must complete the program annually. For renewal cycles beginning after June 30, 2026, successfully completing this program each year will fully satisfy all renewal credit requirements, effectively replacing existing professional development and renewal credit regulations. The bill specifically overrides any conflicting regulations or renewal plans related to educator professional credentials, ensuring that this new standardized approach takes precedence. Teachers in renewal cycles already in progress before June 30, 2026, will have their renewal credit requirements satisfied by completing the program in each remaining year of their current cycle. The act is set to take effect on July 1, 2026, giving school districts and educators time to prepare for the new professional development framework.
