AI Summary

This bill establishes the "South Carolina Sports Wagering Act," creating a comprehensive legal framework for interactive sports wagering in the state. The legislation creates the South Carolina Sports Wagering Commission to regulate sports betting, allowing up to eight licensed operators to offer sports wagering through mobile platforms to individuals 18 and older who are physically located in South Carolina. The bill defines detailed requirements for licensing, including strict background checks, a $1 million licensing fee, and provisions to prevent underage and unauthorized gambling. A 12.5% privilege tax will be imposed on sports wagering receipts, with revenue distributed across the state's general fund, local governments, and the Department of Mental Health for problem gambling services. The law includes extensive provisions to protect gambling integrity, such as requiring operators to report suspicious betting activities, maintain detailed records, and cooperate with investigations. Notably, the bill prohibits certain individuals from placing wagers, including athletes, team officials, and those with insider information, and establishes penalties for violations. The commission will have broad regulatory powers, including issuing licenses, conducting investigations, and promulgating rules to ensure the responsible and transparent operation of sports wagering in the state.
