This joint resolution establishes a study committee to comprehensively examine the potential impacts of Medicaid expansion in South Carolina. The five-member committee will include representatives from the Department of Health and Human Services, the House of Representatives, and the Senate, with members appointed by the Speaker, President, House Minority Leader, and Senate Minority Leader. The committee will investigate various potential effects of Medicaid expansion, such as healthcare access, health outcomes, financial security, employment and education gains, medical debt, unreimbursed healthcare services, and state fiscal implications. The Ways and Means Committee will provide staffing, and the committee may request aggregated data from state agencies and invite expert testimony. Committee members will serve without compensation, and they are required to produce a detailed report with statistical analysis, findings, and recommendations for legislative or policy changes by January 1, 2026. The study committee will automatically dissolve after submitting its report or on January 1, 2026, whichever occurs first. The joint resolution will take effect upon the Governor's approval.
