AI Summary

This bill establishes a pathway for Advanced Practice Registered Nurses (APRNs) in South Carolina to obtain full practice authority, which allows them to independently perform medical acts without a practice agreement with a physician. To qualify for full practice authority, an APRN must complete 2,000 clinical hours after initial licensure, possess malpractice insurance, and receive approval from the Board of Nursing. Once granted, full practice authority enables APRNs to independently order and interpret diagnostic data, prescribe medications, diagnose patients, delegate therapeutic measures, and perform various medical and non-medical acts within their nursing specialty. The bill modifies existing definitions and regulations to accommodate this new practice status, including changes to how medical acts can be performed, prescriptive authority, and professional responsibilities. The bill also updates requirements for APRNs who have not yet obtained full practice authority, maintaining their existing practice agreements with physicians. These changes aim to expand healthcare access by allowing highly trained and experienced APRNs more autonomy in providing patient care, while still maintaining professional standards and oversight by the Board of Nursing. The new provisions will take effect upon the Governor's approval.
